Vantablack is made from carbon nanotubes, which are tiny carbon cylinders with walls as thin as one atom. Does Vantablack absorb radar?
Radar operates at about 50 cm wavelength. Vantablack reflectivity spectrum shows 2% reflectivity at 25 micron, and rising. So my answer would be no. There are special paintings developed to minimize radar reflection, and they are used on stealth planes.

Vantablack fabric is a man-made substance developed for use by the military and the space industry. Designed by a British firm, Surrey NanoSystems, it is a material that absorbs 99.9% of all the light that hits it. This makes it the blackest black ever invented. But it’s not actually a color.
It is not a paint or pigment, but a coating that can be applied to other materials. The original Vantablack coating was based around carbon nanotubes measuring about 14nm in width.
It was far removed from any people that made Vantablack seem pretty safe. Whatever its toxicity, the chances of it getting into someone’s body were vanishingly small. It wasn’t nontoxic, but the risk of exposure was minuscule.
What is it made of? It is actually a tiny forest of carbon nanotubes grown on a substrate, but there is a (slightly less black) spray paint version, Vantablack S-VIS, which is licensed exclusively to the artist Anish Kapoor.
Artist Anish Kapoor infamously controls the rights to use Vantablack in art, prompting artist Stuart Semple to develop Black 3.0, an acrylic paint to rival Vantablack that Kapoor is banned from using. But the MIT team is sanguine about the race to create the darkest material.
